									<content:encoded><![CDATA[<p>The meta crisis doctor is fully human as far as we know.   When he and Rose were left in the alternate universe, it was made clear that he would age and die along with Rose.  This means that he could not regenerate.   Thus, the fugitive doctor could not be a regeneration of the meta crisis doctor.</p>
