<p>Yes, Skaro was inhabited by two peoples, the Thals and the Kaleds. They were involved in a horrific war, and Davros was the chief scientists to the Kaleds. He invented the daleks (a re-working of the Kaled name) to give the Kaleds the advantage (see<em> Genesis of the Daleks</em>).
