<p>What if this actually isn&#8217;t our master at all, but a master from another reality, considering these episodes are clearly about beings from another dimension. The master could just be a front runner leading his army behind him.</p>

In fact he sacrificed himself to save the Doctor and  saved earth at the same time. I suppose he is angry at the Doctor for whatever happened to him back on Gallifrey.Well I guess we have to wait for part 2.</p>

<p>That&#8217;s exactly how I read it. Testimony seems to have take the choice not to intervene because the change was not their error. Also, given the circumstances, they will quite likely catch up with him soon enough. Although the overall casualty rate in WW1 was about 5%, the rate among junior officers was horrific.</p>
