I always thought that Gallifrey being gone from our universe, whether it was time-locked or in a pocket universe, means that it cannot be physically accessed like what we’ve seen in this episode. If  Gallifrey’s past can be time travelled to easily, what’s to stop the Daleks from travelling in the past to destroy the Gallifreyan civilization?
